Any other financial structure information:

FAST-P utilises a tiered capital structure, which is anchored by a 1:1 matching of concessional capital. For example, every US$0.50 committed by FAST-P is designed to be matched by US$0.50 from a Multilateral Development Bank (MDB) or Development Finance Institution (DFI). This forms a combined US$1.00 base of blended concessional capital. This unified de-risking base is then leveraged to mobilise private capital at a 1:4 ratio, meaning the US$1.00 of concessional capital crowds in US$4.00 of commercial investment.

Description of impact objectives or requirements:

Investment objective To use catalytic capital to improve the risk-return profile of high-impact investments that are commercially viable, but cannot currently secure sufficient financing from mainstream markets at the required scale or on suitable terms. Three core objectives: Climate impact. Deliver measurable climate outcomes, including emissions reduced or avoided, accelerated decarbonisation, and improved climate resilience. Capital mobilisation. Catalyse commercial and private capital at scale, enabling each dollar of catalytic capital to support a substantially larger pool of climate finance. Financial additionality. Address genuine financing gaps by providing catalytic capital only where commercial financing is unavailable, insufficient, or offered on terms that prevent the investment from proceeding. Longer-term market impact Beyond individual investments, FAST-P aims to demonstrate structures that are credible, replicable and capable of attracting mainstream institutional capital, helping to expand the market for blended finance across Asia.
