Mobilising Institutional Capital Through Listed Product Structures (MOBILIST)
Bilateral donors and government agencies
- Organization description
- Mobilising Institutional Capital Through Listed Product Structures (MOBILIST) is the Foreign, Commonwealth and Development Office (FCDO) flagship public market mobilisation programme, funded by UK aid from the UK Government. MOBILIST is focused on mobilising public markets to catalyse new scalable and replicable financial products. It supports investment solutions that help deliver the Global Goals for Sustainable Development and the climate transition. MOBILIST competitively sources and selects dedicated emerging and frontier market investment products. It supports these products to list on the London Stock Exchange and local public exchanges, facilitates aggregation, re-financing and distribution of development finance assets, and it seeks to address blockages impeding viable products from listing. Through the programme, the UK government invests equity capital in listed products. MOBILIST also delivers technical assistance, conducts research and builds partnerships with the capital markets, including with ten stock exchanges around the world. Its guiding principles are scalability, replicability, commercial viability, additionality and feasibility.

MOBILIST can perform the role of cornerstone investor and has taken equity stakes in securitisation transactions including Bayfront's Infrastructure Asset Backed securitisation IV and IFC's Emerging Market Securitisation Program. MOBILIST can invest in private funds, provided there is a compelling listing pathway.
