Green Climate Fund (GCF)

Multilateral Fund

Organization description
The Green Climate Fund (GCF) is the world's largest dedicated climate fund, established by the parties to the United Nations Framework Convention on Climate Change (UNFCCC) to support developing countries in pursuing low-emission, climate-resilient development. Working with public and private sector partners, we provide grants, concessional loans, equity investments and guarantees to help scale climate solutions in emerging and developing economies. Since becoming operational, we have committed more than USD 20 billion of our own capital across 134 developing countries, mobilizing nearly USD 60 billion in additional co-financing. By sharing risk and providing patient, flexible capital, we help unlock investments that might otherwise struggle to secure financing, particularly in underserved markets, vulnerable countries and first-of-a-kind climate solutions. GCF does not originate or implement projects itself. All investment opportunities are brought to us by partner organizations. Most projects are developed and submitted by our network of more than 150 Accredited Entities, which include development banks, private sector institutions, impact investors, United Nations agencies, government institutions and civil society organizations. These partners identify opportunities, structure projects, engage stakeholders, mobilize co-investment and oversee implementation once approved. For organizations seeking access to GCF financing, partnership is therefore the starting point. Developers, companies, investors and project sponsors typically engage either directly with an Accredited Entity or explore becoming an Accredited Entity themselves. We also operate a limited Project-Specific Assessment Approach (PSAA) pilot, which allows certain organizations to seek approval for an individual project without first obtaining full accreditation. The pilot is intended to broaden access to GCF resources and attract new specialised partners, but it remains limited in scope and does not replace accreditation as the primary route for long-term engagement with GCF. Country ownership is central to how we operate. Every GCF-funded project or programme must be formally endorsed by the National Designated Authority (NDA) or focal point of each developing country where activities will take place. Through a Letter of No Objection, countries confirm that proposed investments are aligned with national climate priorities, development strategies and commitments under the Paris Agreement. Early engagement with relevant NDAs is therefore essential for any organization seeking GCF support. Our financing model is designed to deliver impact at scale. We provide capital across the financing spectrum, from grants and highly concessional finance to guarantees and equity investments. This flexibility enables us to support projects with higher perceived risks, take catalytic positions within capital structures, and help crowd in public and private investment that might otherwise not participate. We maintain a balanced portfolio across mitigation and adaptation and are the largest provider of adaptation finance among climate funds. At least half of our adaptation financing is directed to the countries most vulnerable to climate change, including Least Developed Countries (LDCs), Small Island Developing States (SIDS) and African States. GCF supports projects and programmes across eight result areas covering both mitigation and adaptation: energy generation and access; transport; buildings, cities, industries and appliances; forests and land use; health, food and water security; livelihoods of people and communities; infrastructure and the built environment; and ecosystems and ecosystem services.

A core principle of the Green Climate Fund is country ownership. Every GCF-funded investment must be endorsed by the developing countries where it will be implemented through a formal no-objection process led by the country’s National Designated Authority (NDA) or focal point. Through the issuance of a Letter of No Objection, the NDA confirms that a proposed investment is aligned with national development priorities, climate strategies, and ambitions under the Paris Agreement. For organizations seeking access to GCF financing, early and continuous engagement with the relevant NDAs is essential to ensure country buy-in, strategic alignment, and the support required for consideration by the GCF. The contact details of all country NDAs, including name, title, phone number and direct email address, are available on GCF's website under each country page.
